solution:
1. issue diskutil list to find which dev for corresponding hdd, eg. dev12
2. issue diskutil erasedisk hfs+ External GPT /dev/disk12
after erased to GPT hdd, go back to disk utility, all should be set

Cannot partition external drive in high Sierra
Under 10.13.13 macOS HIGH SIERRA, disk utility cannot restore (restore will fail with errors) or partition (greyed out) external hdd
solution:
1. issue diskutil list to find which dev for corresponding hdd, eg. dev12
2. issue diskutil erasedisk hfs+ External GPT /dev/disk12
